If you're looking for a serious answer: The Halloween costume one is just for fun, the "fence-sitter" joke refers to Arizona constantly having mixed political views, making it a swing state. I thought it'd be funny and fitting to make the humanized version of him be a perpetual fence-sitter and pushover that almost always goes along with friends because he's a sheep.
